What can you import to Norway?

E-liquids and e-cigarettes with tobacco flavor

As of July 1, 2024, only e-cigarettes and e-liquids with tobacco flavor are allowed to be imported to Norway. This applies regardless of whether the product contains nicotine or not.

Nicotine-containing products – only with a medical certificate

It is not allowed to freely import nicotine-containing e-cigarettes and e-liquids to Norway. However, private individuals may import such products for personal use if they are used as a smoking cessation aid and a valid medical certificate can be provided. The quantity must not exceed three months’ supply.

What is prohibited to import?

  • Flavored e-juices and e-cigarettes with flavors other than tobacco
  • Nicotine-containing products without a medical certificate
  • Tobacco-free nicotine pouches, even for personal use

VAT and customs when importing to Norway

When importing e-cigarettes, e-liquids, or nicotine products into Norway, VAT (mva) and in some cases customs duties are added. The Norwegian VAT rate is usually 25%, and this is calculated based on the product’s price including shipping. You, as the consumer, are responsible for paying VAT and any fees when the package arrives in Norway. Normally, the shipping company will notify you of what needs to be paid before delivery. Products that are not properly declared may be confiscated or returned.

Return policy for denied imports

If your order is rejected by Norwegian authorities and returned to us, we will refund the value of the product minus a shipping fee of 200 SEK. Please note that the return can take up to one week, but in some cases several weeks before it reaches us. Refunds are issued only after we have received the returned package.

What is a medical certificate?

A medical certificate is a prescription or document from a doctor stating that you need nicotine products as a smoking cessation aid. The certificate is required to import nicotine-containing products into Norway.

To obtain a medical certificate, contact a licensed doctor, such as your general practitioner. The doctor will assess whether it is appropriate for you to use nicotine products to quit smoking. If so, they can issue a certificate confirming your need.
